Tuohon pitää tarkentaa, että turhapaikkaturisti voi palata takaisin kotimaahansa"hengenvaaraan", mutta tuskin rajanaapurit Vietnam, Laos tai Thaimaa päästää näitä kultamunia loisimaan.
Marokon kauhu oli sanansa mittainen eikä velipoikakaan jäänyt Aarnea pahemmaksi epätoivotun maahanmuuton estämisessä. Mutta kuka tulee torjumaan aiheettoman turvapaikkaturismin?

Kambodzhan diktaattoripääministeri Hun Sen on tehnyt vähän paremman diilin pakolaisten vastaanottamisesta kuin Suomen johto.

Neljänkolmen pakolaisen vastaanottamisesta on saatu kymmeniä miljoonia rahaa. Tai niin, olihan niitä tulossa vielä kaksi lisää.

Heidän elättämisensä ei tule maksamaan Kambodzhan valtiolle kuin murto-osan siitä mitä heistä on maksettu, vaikka pysyisivät loppuelämänsä Kambodzhassa ja eläisivät 100-vuotiaaksi.

Ei kyse edes ole afrikkalaisten ihmisten suojelusta tai mistään. Kyse on rahan ja vallan uusjaosta, ja afrikkalaiset ovat siinä leikissä vain poisheitettävä työkalu. Mitäs tuosta jos Titanicin verran väkeä hukkuu joka viikko, ei ole minulta pois.

Olen päätynyt tismalleen samaan lopputulemaan. Mamutus, kun on erinomainen tapa velkaannuttaa Euroopan valtiot ja yksityistää kaikki kansalliset yhtiöt ja luonnonvarat. Ainoat, jotka hyötyvät ovat pankit ja isot korporaatiot. Kehitysmaissa harjoitettu finanssiterrori on saapunut Eurooppaan ja matut ovat erinomainen työkalu.

Kyllä ja sitten on vielä sokerina päällä paikallistason korruptio, niinkuin Suomessa nyt esimerkiksi Uoma oy, erilaiset yhdistykset ja poliitikot, joille tämän fasadin "hoitamiseksi" on oikein räätälöityjä virkoja. Kylmä tosiasia on Suomessakin, että oikein valtiokoneisto on valjastettu tehokkaasti hommaan(no pun intended) mukaan. Tässä on semmoiset rahat kyseessä, että voidaan oikeastaan puhua suurimmasta puhalluksesta koskaan. Ihmiset eivät tunnut tajuavan sitä, mutta kyllähän tämä meidän nykyinen finanssijärjestelmä on täysin psykopaattien hallussa. Psykopaattien johtamat järjestelmät ovat aina myös psykopaattisia säännöiltään. Järjestelmän voitot on yksityistetty, mutta ongelmat ulkoistettu. Eu on finanssiterrorismin bulvaani, sen näki suoraan jo siitä miten Kreikan kanssa on toimittu.

Lehti: Australia pohtii turvapaikanhakijoiden lähettämistä Kirgisiaan

Australia suunnittelee mediatietojen mukaan siirtävänsä osan Naurulla ja Papua-Uudessa-Guineassa pidetyistä turvapaikanhakijoista Kirgisiaan.

The Australian -lehti kirjoitti aiheesta nimettömiin lähteisiin vedoten.

Kirgisiaa pidetään lehden mukaan vaihtoehtoisena sijoituspaikkana erityisesti Afganistanin hazara-vähemmistöön kuuluville. Turvapaikanhakijoiden sijoituspaikaksi on lehden mukaan kaavailtu myös muita entisiä neuvostovaltoja sekä joitakin Afrikan ja Etelä-Amerikan valtioita.

Australian hallitus ei ole toistaiseksi kommentoinut väitteitä. Australia on kuitenkin jo aiemmin ilmoittanut, ettei se aio ottaa vastaan laittomasti maahan pyrkineitä turvapaikanhakijoita ja etsii maita, jotka suostuisivat ottamaan heitä vastaan.

Australian pidätyskeskuksissa Naurulla ja Manusilla on tällä hetkellä 1 500 ihmistä. Australian hallitusta on arvosteltu heidän kohtelustaan kotimaassa ja kansainvälisesti.

Australian laki säätää laittoman maahantulon rangaistavaksi. Seuraa pidätys.  Pitää vain sen käden naamalla ja miettii asian valmiiksi kuin Rodinin ajattelija.
Kyllä luulisi, että tavallisella kunnon ihmisellä on ihmisoikeudet.

^ Ei olisi EU:ssakaan lainkaan pahitteeksi tuollaisten lakien säätäminen. Loppuisi matujen vyöry aika lailla kokonaan. Mutta ei, täällä vaan ihmetellään peukalo perseessä, kun aussit taas reagoivat tilanteeseen ja tekevät järkeviä peliliikkeitä oman maansa parhaaksi. Sellainen fasismi lienee EU:ssa kiellettyä :P

(Papua New Guinea) LGBTQ+ refugees in Australia’s offshore detention centres

Asylum seekers who have fled states that outlaw their sexuality or gender identity are escaping the threat of abuse, imprisonment and even murder, but the public debate over asylum seekers and offshore detention centres largely overlooks their plight.

LGBTQ+ asylum seekers detained in centres on Manus Island and Nauru are especially vulnerable to violence. The Refugee Council of Australia notes that 'there have been consistent and alarming reports of abuse (sexual and otherwise), including of those living in the community in Nauru and of gay and lesbian people'. Similarly, Human Rights Watch noted in their recently released World Report 2017 that 'gay asylum seekers on Manus Island have reported being shunned, sexually abused, or assaulted by other asylum seekers'.

Homosexuality is still criminalised in Papua New Guinea, and if LGBTQ+ asylum seekers were released in Papua New Guinea, they would face a strong likelihood of experiencing 'violence, intimidation, imprisonment and possible death', according to Human Rights Watch.

The murder of a gay Papua New Guinean man, Harry Peter, in Alotau in October 2016, allegedly targeted because of his sexuality, highlights the potential danger to LGBTQ+ asylum seekers in PNG (and is a sad reminder that local LGBTQ+ people in the Pacific face similar threats and challenges every day). Advocates in the Pacific condemned his murder and claim the crime has not been properly investigated by local police. As in most countries, there are slightly safer neighbourhoods for LGBTQ+ people in Papua New Guinea and attitudes are changing in some sectors of the community, but homophobia is still predominant.

There are parallels in Nauru, where homosexuality was only decriminalised in 2016 and homophobia is similarly prevalent. There are currently two Iranian refugees detained in Nauru who are in fear for their lives after being physically and verbally abused for their sexuality and their relationship with each other. While their story was picked up by Australian media last year around the same time as Mardi Gras, this issue generally goes all but unnoticed.

In Australia, there is a general culture of tolerance, as demonstrated by the majority support for marriage equality, but the unintended consequences of our actions in the Pacific are often not considered. Most Australians would likely be appalled to learn of the situation of these vulnerable refugees. Dennis Altman, a leading academic and campaigner for queer rights, recently discussed the fact that, while the majority of Australians now accept LGBTQ+ rights and support same-sex marriage, most are not aware of this issue, even within the LGBTQ+ community in Australia:

It's interesting how many people have leapt on the bandwagon (supporting same-sex marriage) but remain silent about the fact we are holding men in detention in Papua New Guinea who have fled because of their sexuality. While I understand the passion of people who want to get married, I think sometimes a bit of humility is called for – a bit of recognition that for most people in the world this is not the most important issue.

The 1951 Refugee Convention focuses on political persecution and does not include discrimination against sexual and gender-based identity groups. This is still a developing area for both human rights and migration discourse. However, Australian refugee policy should ensure the safety of LGBTQ+ asylum seekers, in line with our culture of tolerance and protection of sexual and gender minority groups.

There should be improvements to the current processing system to appropriately assess LGBTQ+ applicants in a manner that does the least harm. When seeking asylum in Australia, applicants have to prove the well-grounded fear of persecution as part of the process. Sexuality is undoubtedly particularly challenging to prove for both the applicant and the host country. But LGBTQ+ applicants should not have to declare and prove their homosexuality in the current manner. This reflects an institutional culture of suspicion and demonstrates a lack of understanding of the complex and deeply personal nature of sexual and gender identity.

Any LGBTQ+ asylum seekers should be moved to countries that welcome and protect LGBTQ+ people. They should not be considered for release in states that criminalise homosexuality or possess the harmful homophobic attitudes that these asylum seekers are trying to escape in the first place.

Australia transfers asylum seekers that arrive in Australian waters by boat to PNG’s Manus Island for refugee status determination and settlement. More than 900 asylum seekers and refugees remain on Manus Island. Approximately 872 of these are held in a center on a naval base, of whom about 675 are recognized refugees.

In April, the PNG Supreme Court ruled that the detention of asylum seekers and refugees on Manus Island was unconstitutional. O’Neill asked that Australia find alternative arrangements for its detainees and for recognized refugees who do not wish to stay in PNG. Australia resisted the decision but in August, both governments announced they would close the center.

Since April 2016, the center has remained fenced off and guarded, but at time of writing center staff were allowing refugees and asylum seekers to leave the center at scheduled times by bus or on foot under security escort.

To date, neither Australia nor PNG has taken steps to close the center. Many refugees are afraid to leave the center due to acts of violence in the community. For instance, in August, Manus locals robbed and assaulted three refugees; one of the locals attacked them with an iron bar.

A Senate inquiry has heard harrowing allegations of abuse, neglect and self-harm at Australian-run immigration detention centres on Manus Island and Nauru.

Refugee advocates have broken down telling senators about the experiences of people held on Manus Island and Nauru, citing suicide attempts, children banging their heads against walls and detainees being called by number.

A parliamentary inquiry has also been told of mouldy food, limited access to water and squalid living conditions at the Australian-run immigration detention centres.

Psychologist Paul Stevenson on Tuesday handed senators a 700-page dossier recording all incidents reported to him while working on Nauru and Manus Island between July 2014 and July 2015.

The documents form the basis of what are known as the Nauru files, some 2000 leaked reports outlining allegations of abuse, neglect and self-harm.

Mr Stevenson said he witnessed through email, transcripts of incident reports and personal experience a 30 per cent systematic downgrading of incidents categorised as "critical" to "major" and "minor".

"I suggest to the Senate that these downgradings were deliberate," he told senators in Brisbane.

"Their purpose was in relation to the avoidance of abatement fees to the value of $80,000 per incident imposed by Transfield (the manager of the centre) to Wilson (the security contractor) in the event that critical incidents were not reported to Transfield within three hours of their occurrence."

The inquiry also heard refugees and asylum seekers in need of medical scans have been left waiting months for tests requested by doctors on Nauru and Manus Island.

Dr Paddy McLisky from Doctors for Refugees says reviews of medical records from offshore detention centres revealed patients had waited months for authorities to give approval for them to be transferred to Port Moresby or elsewhere for treatment.

Patients had also been removed from medical facilities prematurely and returned to detention facilities.

"There have been cases where it seems the Department of Immigration may have taken people from hospital a little earlier than the doctor had recommended, perhaps post surgically or after an event of harm," he said.

There were also cases where refugees and asylum seekers transferred to Australia for medical treatment had been taken back to Nauru or Manus in "medically inappropriate" circumstances before they had had adequate time to recover.

"We do know of a case where a young woman was dragged across the courtyard and sent back to Nauru and she was not long out of hospital, Dr McLisky said.

"She was actually on a suicide watch program at the time."

Of the 250 cases Doctors for Refugees was reviewing, half indicated delays in treatment, Dr McLisky said.

"We commonly find that recommendations for treatment are delayed longer than we would find acceptable in Australia. That's just sort of run of the mill," he said.

Liberal backbencher Ian Macdonald hit back, saying it would be the same for Australians in rural areas.

Dr McLisky said health professionals on the islands were working in a system that impeded their ability to provide care, requiring the approval of the immigration department in order to access medicines or treatments that weren't available.

"You're taking a clinical decision and putting it into the hands of a non-clinician and we find that this is a dangerous practice," he said.

Doctors for Refugees, along with the Australian Churches Refugee Taskforce, recommended the urgent evacuation of all refugees and asylum seekers on Nauru and Manus Island.

Asylum seekers fight for mobile phones

Asylum seekers held in onshore detention have been given the green light to continue a legal fight to keep their mobile phones.

Immigration officials intended to seize all detainee phones and SIM cards on February 19, but were stymied by a class action launched by human rights lawyers.

The government questioned whether the Federal Court could hear the case, but their challenge was dismissed on Friday and the matter given the go-ahead.

National Justice Project solicitor George Newhouse described the outcome as "a small but important victory".

"But it's a long journey ahead and we're up against a government that will oppose human rights at every turn," he said.

"The blanket ban on phones punishes innocent men, women and children and demonstrates the increasing criminalisation by this government of asylum seekers who have committed no crime."

Immigration bosses last month told a Senate inquiry they could not manage a safe and secure environment for inmates of onshore detention with mobile phones present.

The devices were not just contraband and currency, but could be used to organise escapes, bring illegal items including drugs into facilities, and maintain criminal enterprises within detention centres.

The use of mobile phones for "nefarious" activities was widespread across the detention network, senators were told.

Some 179 phones had been "returned" by detainees as at the end of February.

Australian Border Force head Roman Quaedvlieg said at the time he would like people to have access to legal advice and to contact their families in the privacy of their rooms, as opposed to public phones.

But he could not reconcile this with his concern for running secure centres for his 1400 detainees.

Friday's court ruling stops guards from implementing a blanket mobile phone ban until the case is over, but they may continue to seize phones on a case-by-case basis, it is understood.

The ruling does not affect those whose mobiles have already been surrendered, but they may launch legal action to retrieve their phones further down the track if this court case succeeds.

The immigration department has been contacted for comment.

Australia's population has soared past 24 million as hundreds of thousands of immigrants flocked to the country.

New official figures show that population increased by nearly 350,000 in the year up to September 2016, hitting 24.2million.

Net immigration - the number of people entering Australia minus the number of people leaving - hit 200,000, the highest in four years.

The huge surge in population will put further pressure on already-stretched public services such as schools, hospitals and housing, economists warned.

The figures from the Australian Bureau of Statistics show that the population rose 348,700 from September 2015 to September 2016.

Rob Tyson, an economist at PricewaterhouseCoopers (PWC), told The Australian: 'Such growth means we need five new hospitals, 31 new schools and 35 new childcare centres every three months.'

The biggest increases were in Victoria and New South Wales, with respective population rises of 127,500 (2.1 per cent) and 109,600 (1.4 per cent).

Manus Island refugee compound to begin closure in weeks, asylum seekers told

Australia's refugee processing centre on Manus Island will commence closure in two weeks, with asylum seekers told on Monday to "consider their options".

The long-awaited closure will be complete by October 31, asylum seekers were told, as Immigration Minister Peter Dutton has previously indicated.

Those who have been found to be refugees will have access to temporary accommodation, while those who have not are being encouraged to go home voluntarily.

A PNG immigration official, believed to be centre co-ordinator Jeffrey Kiangali, told asylum seekers on Monday: "PNG, with Australian support, will close the Manus RPC [regional processing centre] by October 31, 2017."

In a recording sent to Fairfax Media, asylum seekers were told: "You need to consider your options and make a decision about your future. Closure of [the] RPC is an opportunity to get on with your life."

M Block within the Foxtrot compound will be the first to close, starting on May 28, with Foxtrot to shut entirely by June 30.

Those in the Foxtrot compound were told that once it was closed the power would be turned off and their belongings relocated. "The area will be locked and no one will be permitted to enter."

The immigration officer said: "In coming months, other compounds will be closed and demolished.

"Everyone will need to move out of [the] RPC before it is closed down. Do not leave it too late to make a decision."

Refugees could reside in the PNG community or live temporarily at a transit centre in East Lorengau, the men were told, but "no one will be resettled in Australia".

Refugees are awaiting acceptance for resettlement by the United States under an agreement struck between Malcolm Turnbull and former US president Barack Obama.

The Manus Island facility has previously been slated for closure by October or the end of 2017 after the PNG Supreme Court ruled it unconstitutional.

While the detainees were told the move would not affect their refugee status or the eligibility for resettlement in the US, they were warned that "disruptive or difficult behaviour could exclude you from resettlement".

Those with negative status were told they could voluntarily return to their country of origin with an Australian "integration support package" or be forcibly returned without assistance.

The deadline for applying for voluntary return with assistance was August 30, after which returns would be managed by PNG alone.

Many detainees who have been given negative refugee status say they refused to submit their claims because they feared resettlement in PNG after the violent riots at the centre in February 2014.

Others who did submit claims said they were unable to present their case effectively and should be reassessed.

Detainees say they fear being relocated temporarily to the transit centre and fear for their safety if they are resettled elsewhere in PNG.

Behrouz Boochani, an Iranian refugee and journalist at the centre, told Fairfax Media: "I'm sure they will threaten people to accept this decision. The refugees don't want to live in PNG."

News of the impending closure came on the day Manus Island police commander David Yapu admitted PNG soldiers had fired bullets directly into the refugee compound during a rampage on Good Friday.

PNG authorities had previously maintained the soldiers, described as drunken, had only fired their weapons "into the air".

An Amnesty International report on the incident, released on Monday, verified two dozen images and videos from the rampage and concluded "with a high degree of certainty" that soldiers had opened fire on the facility.

A former security guard is serving a one-month jail sentence for kissing an asylum seeker at a Melbourne immigration detention centre.

Theivigan Panchalingham, 37, was previously a Serco guard at the Melbourne Immigration Transit Accommodation Centre in Broadmeadows.

Panchalingham, a refugee, is understood to have called the asylum seeker into his office at the detention centre between July and August, 2015. The woman complied and closed the door as she entered.

He offered her some food and tapped his thigh, in what she believed to be a gesture to sit on his lap.

She asked if she could leave the room. He helped her to open the door and kissed her on the cheek as she left.

Magistrate Meaghan Keogh earlier this month found the man guilty of one count of sexual assault for the kiss.

Ms Keogh said that while the assault was not the "most extreme", the woman was not free to leave detention or complain, making her "the most vulnerable type of victim".

"Because those people rely on you to ensure their safety it does make this offending behaviour a breach of trust of the most serious type," she said.


She also questioned Serco's failure to intervene after the guard sexually assaulted a fellow guard a year earlier, which she said could have prevented the more recent assault.

The asylum seeker told the court in a victim impact statement that she became afraid of most of the guards after the assault. She stayed in her room most of the time, sleeping only two to three hours each night.

"It has made me feel very unsafe and that rules and laws in Australia can't protect me. I feel I have no power, I have nothing to support myself, no one can make me feel safer," she said.

The woman, who has been living in the community since December, said she still had nightmares and was afraid of anyone who resembled Panchalingham.

Ms Keogh also said that Serco guards sent a clear message to detainees about what was acceptable in Australia through their actions, and he had undermined the woman's respect for the law.

She told Panchalingham that detainees were "fleeing all sorts of situations in their home countries and they're coming to another country where they hope they'll be allowed to live freely and with the protection of the law and that is something that you yourself have experienced," she said.

In the earlier 2014 incident, he kissed a colleague who was his junior on the mouth when they were en route to a Melbourne hospital for work, the Broadmeadows Magistrates Court heard.

His colleague yelled at him and later told her manager what happened but asked him not to make an official report, thinking that her yelling at the guard would prevent future attacks.

Ms Keogh said that Serco may have lost an opportunity to deal with the man's behaviour early on.


He pleaded guilty to one count of indecent assault in relation to this incident, for which Ms Keogh sentenced him to an 18-month community corrections order.

The order, which is to be served after his prison term, includes 200 hours' community service and participation in a sex offender program.

Defence counsel Shaun Pascoe told the court that the Tamil man was previously a journalist for a number of Tamil newspapers in Sri Lanka during the country's civil war, where he witnessed a bombing and other violence.

He said he came to Australia to study business administration at La Trobe University and later obtained a humanitarian visa to stay in Australia because he feared that his anti-government stance would put his safety at risk if he returned to Sri Lanka.

Mr Pascoe said his client had already lost his job at Serco and significant standing in the local Tamil community as a result of the allegations.

He unsuccessfully argued that he should receive a community corrections order without conviction for both his crimes.

Etelä-Sudanista siirtolaisena tullut nainen ajoi tahallaan autonsa järveen ja kolme lasta hukkui Australiassa.  Teko tapahtui huhtikuussa 2015 ja juttu on ollut nyt käräjillä.  Nainen oli sotien traumatisoima.  Pikaisella googlettamisella ei selvinnyt uskonto, mutta ainakaan kukaan jutussa esiintyvä ei ole nimeltään Muhammed.

- Minun mielestäni toimesi johtuivat äärimmäisestä epätoivosta, ennemmin kuin minkäänlaisesta kostosta, Lasry sanoi tuomionluvussa.

Tuomari sanoi, että tuomio on riittämätön Guoden teon vakavuuteen nähden, mutta samalla liiallinen ottaen huomioon naisen henkisen tilan ja tämän aiemmat kärsimykset.

- Hän on elänyt äärimmäisen vaikean elämän. Elämän, jota useimmat meistä eivät voi kuvitellakaan, Lasry totesi.

Australia and the United States have strengthened their resolve to "defeat those who wish us harm" by stopping Islamist fighters returning home from the Middle East.

Foreign Affairs Minister Julie Bishop and Defence Minister Marise Payne met their US counterparts in Sydney today for the annual Australia–US Ministerial Consultations (AUSMIN).

Senator Payne said countering the threat of violent extremism was "very much at the front of our minds".

"During today's AUSMIN meeting, we strengthened our resolve to defeat those who wish us harm," she said.
